This pre-construction project was for the design and project development of pavement improvement on SH 115 from Colorado Springs, CO to Penrose, CO. Key deficiencies on the highway included pavement cracking and distress. The pavement treatment consisted of either re-construction or major rehabilitation, and the work included the evaluation of alternatives with potential impacts and associated costs. The design provided a final set of plans, specifications, and estimate (PS&E) for advertisement to reconstruct and/or rehabilitate SH 115 from Colorado Springs, CO to Penrose, CO.
