The environmental team at RockSol provides assessments and documentation of environmental concerns throughout the design phase of civil projects, including obtaining permits and performing NEPA studies. Additionally, we pride ourselves in the ability to implement design plans during construction, ensuring that the environmental commitments are fully implemented in the field.

NEPA Studies and Environmental Planning

RockSol’s environmental team collaborates closely with our design team to ensure accurate plans are created that take into consideration environmental impacts during the design phase. The environmental team performs relevant resource surveys to determine the environmental impacts of the project, writes environmental-related project specifications, designs landscaping and wetland mitigation plans, and creates a Stormwater Management Plan (SWMP) for each construction project. Our personnel are experienced in meeting the environmental needs for all project stakeholders, including all city, county, state, and federal entities.

On federally funded projects requiring National Environmental Policy Act (NEPA) compliance, our environmental team works with our clients through the elaborate NEPA process, completing all necessary surveys, NEPA studies (EIS, EA, Categorical Exclusion) and decision documentation (ROD, FONSI), consultation with regulatory and partner agencies, and developing realistic mitigation measures that will be implemented during construction, reducing impacts to environmental resources.

Environmental Permitting

RockSol’s team has a deep understanding of the environmental permits necessary to move infrastructure projects forward in compliance with federal, state, and local environmental regulations. RockSol works with our clients to acquire the information necessary for permit applications by performing all surveys and completing all forms required by the regulatory agency. Our personnel have experience managing:

  • MS4
  • NPDES and CDPS Construction Permitting
  • Section 404 of the Clean Water Act
  • Dewatering
  • USFWS Section 7 Consultations
  • Senate Bill 40 Certifications
  • Local jurisdiction permits

In addition, RockSol’s team is familiar with the environmental processes managed by the California Environmental Quality Act (CEQA) and the Office of Federal Lands Highway (FLH). 

Environmental Compliance

RockSol’s environmental staff have unique experience in managing environmental programs for large-scale and complex projects, overseeing the implementation of NEPA commitments and environmental permitting in a variety of settings including river rehabilitation, interstate reconstruction, and sensitive habitat.  We focus heavily on stakeholder and contractor engagement, ensuring buy-in from all project partners. This enables us to deliver high quality projects that often enhance the surrounding environment.
